Drawing on original research conducted through Official Information Act requests to 31 government departments and crown agents, the presentation reveals a significant gap between policy intent and practice: the majority of government entities have no full-time staff allocated to Māori data governance, most lack a working definition of Māori data, and no local government council has implemented any form of Māori Data Sovereignty or governance framework.
The workshop introduces a four-step practical framework, the ‘Wai 2252 Māori AI and Data Framework’ guiding organisations through: (1) defining Māori data and understanding Māori Data Governance obligations; (2) meaningfully engaging with the diverse Māori communities who hold kaitiakitanga over that data; (3) developing a Māori data taxonomy and labelling system, including sensitivity classifications such as Tapu, Noa, and Rāhui; and (4) creating and embedding Te Tiriti and tikanga-based principles into existing data governance structures.
Participants leave with actionable tools, minimum baseline labelling requirements, and links to existing Māori data frameworks co-designed with Māori communities across Aotearoa.
Speaker Bio
Dr Karaitiana Taiuru is a Māori AI, data, and emerging-technology ethicist who helps organisations understand how modern digital systems affect identity, rights, and equity outcomes. Drawing on tikanga Māori and mātauranga Māori, he delivers practical guidance for boards, agencies, and industry leaders on AI governance, Māori Data Sovereignty, IP, and preventing bias and discrimination across the AI lifecycle.
