Executive Summary on the State Sector Management Bill 2010
This submission is made by the Archives and Records Association of New Zealand, a sectoral organisation broadly representative of archives and recordkeeping interests.
ARANZ opposes the amalgamation of Archives New Zealand into the Department of Internal Affairs on the grounds that:
- it is inappropriate to a modern national archives' constitutional function,
- that it will impede the Chief Archivist's statutory role,
- that the Department of Internal Affairs is unsuited, and
- that the expected benefits, financial and technological, will not be realised.
If amalgamation should proceed, a number of amendments to the Bill are proposed to protect the:
- identity of Archives New Zealand, and
- the statutory independence of the Chief Archivist within the merged department.
